Colorado’s “Solar Ready” Requirement: What Builders Need to Know
If you’re building new homes in Colorado, there is a good chance your electrician is already wiring them to be solar ready, whether or not the homeowner ever puts panels on the roof. It’s now baked into the building code across a growing list of Colorado jurisdictions, and it shows up at your rough-in electrical inspection.
What “Solar Ready” Means in Colorado
In 2022, Colorado passed legislation directing the state to create a model Electric Ready and Solar Ready Code. That code was published on June 1, 2023, and it works alongside the 2021 IECC.
Here is the part that matters for your schedule: any Colorado city or county that adopts or updates its building code between July 1, 2023 and June 30, 2026 must adopt the 2021 IECC together with the model electric ready and solar ready provisions. Many Front Range and mountain jurisdictions have already done so. The intent is simple. The code does not force anyone to install solar. It requires the home to be built so that adding solar later is fast, clean, and inexpensive, instead of a tear-into-the-wall retrofit.
Which homes are affected?
The solar-ready provisions are based on the 2021 IECC Appendix RB. They apply to new one- and two-family dwellings and townhouses that have at least 600 square feet of roof area oriented between 110 and 270 degrees of true north, or a low-sloped roof of similar size.
There are sensible exemptions. A roof that is shaded for more than 70 percent of daylight hours over the year, or a home that already has a permanent on-site renewable system, generally does not have to comply. The exact triggers and exemptions can be adjusted by your local jurisdiction, so always confirm against the adopted code in the city or county you are building in.
What Your Trades Actually Have to Provide
Think of solar ready as five linked pieces. Most of them are the electrician’s responsibility, and they need to be in place and visible at the rough-in electrical inspection, under the electrical permit.
A solar-ready zone

A clear, unshaded section of roof, sized and oriented per the code, kept free of vents, chimneys, and other penetrations so a future array has somewhere to go. This is coordinated between the framer and the roofer.
A pathway from the roof to the panel
The home needs a clear route for solar conduit to run from the roof solar-ready zone down to the main service panel and meter location. The home’s construction documents must show this pathway, and on most jobs the electrician runs the physical conduit during rough-in so it is captured before the walls are closed.
A capped roof penetration sleeve
Where the roof slope is low (roughly 2 in 12 or flatter), the code calls for a capped roof penetration sleeve next to the solar-ready zone, sized for the future PV conduit with an inside diameter of not less than 1¼ inches. This gives the future installer a ready-made, weatherproofed way through the roof deck.
Reserved space in the main panel
The main electrical service panel has to keep room for a future solar backfeed breaker, and that reserved space must be labeled “For Future Solar Electric.” This is a small thing that saves a panel upgrade later.
A permanent
certificate
A permanent certificate documenting the solar-ready zone, the reserved panel space, and the structural roof loads must be posted near the electrical panel, the water heater, or another conspicuous spot. It tells the next contractor exactly what they are working with.
Where Builders Get Tripped Up
The single most common miss is treating the conduit pathway as a paperwork item only. The statewide model code language is written around showing the pathway on the plans and providing the capped sleeve. But many Colorado jurisdictions amend the code to require the physical conduit to be installed and inspected, not just drawn. If your electrician only marks a pathway on the plan and your local code wants conduit in the wall, you will not pass rough-in.
The fix is straightforward. Before rough-in, confirm with your jurisdiction whether they require installed conduit, what size and type they expect, and exactly where they want it to terminate at the panel and meter. Get that answer once and build it into your electrical scope on every home.
Why This is Good for Builders Like You!
A solar-ready home is genuinely easier to sell and cheaper to upgrade. The expensive parts of a future solar job, fishing conduit through finished walls, cutting into a closed roof, and upgrading a full panel, are exactly the parts the code removes when the home is built right.
That is a real selling point for buyers who are thinking about panels “someday.”
It also protects you. When the conduit, sleeve, panel space, and certificate are all in place and documented, there is no ambiguity at inspection and no callback from a frustrated buyer who finds out their “solar ready” home was not.
Frequently Asked Questions About Colorado’s Solar Ready Requirement
No. Colorado’s code requires new homes to be solar ready, not solar equipped. That means the home is built with the roof space, conduit pathway, roof penetration sleeve, reserved panel space, and documentation needed to add solar easily later. The decision to actually install panels still belongs to the homeowner.
